My experience
Anyone can - clever enough to do so - can teach themselves just by looking around and picking up a few tips here and there. A good way to start is to browse the web and look at the source code of a web page. Where you find how it is composed, any straightforward html is easy enough to understand but then when it comes to cgi, js scripts to name two, there is an indication it is related to some script, running in the background, not open to see.
Anyone can compose a web page with simple html web code, which consists of letters and a few symbols and when uploaded to the web will result in a web page. I bought myself the Idiot's guide to the Internet to get the very basics.
