Who is affected?

Everyone. Being a resident of the London Borough of Tower Hamlets and a member of the Environment Volunteers Group within the London Borough of Tower Hamlets, I have been made aware that Tower Hamlets has one of the worst recycling achievements.

Recycling

Recycling has become one of the most important activities lately, with every travel journey we undertake we use fossil fuel and with every consumer product we buy we use resources, recycling the waste products helps to save resources on the planet. It is already a problem that North Sea Oil is running out and supplies have to be obtained from other sources, but oil is not only used for fuelling cars and planes but also heating and making plastics.

The Problem

I am viewing this subject from my local view and I am not surprised that Tower Hamlets is unable to fulfil its given recycling quota because up until very recently Tower Hamlets didn't excel in educating citizens about recycling  but that can hardly be blamed on Tower Hamlets because nationally and internationally there was no public education about the subject. Within the Borough of Tower Hamlets the only concern seems to have been in the past to built flats, being able to house as many individuals as possible within the least possible space, and flats and houses were built to fulfil that criteria rather than the practicality of waste disposal and recycling. Living in a typical Tower Hamlets flat people find it extremely difficult to find the space to store the waste for the weekly recycling collection because only residents with their own porch or garden space are able to store recycling outside. Residents in Tower Hamlets' blocks of flats are explicitly asked not to put their recycling outside until collection day and if one doesn't even have a balcony that can be very awkward. Now the Borough is put under pressure to recycle more. During the recent water shortage it became apparent that having to store recycling in a flat, one has to wash out the cans and jars and that costs water because without it the risk to health is increased because residents having to share their space with waste waiting for collection is a recipe for disaster.

Waste in general

Now the pressure is on to recycle more, very sensibly, but there is no real incentive to do so. Having watched a very interesting program on TV last night, I saw that in some other area, sorry didn't catch where it was, they charge residents for the amount of rubbish they collect and the only relief people get from having to pay to get their rubbish collected is that the recycled rubbish gets collected for free, so people will shop with it in mind, of how much of the shopping they can dispose of for free with the recycling. This is technically quite advanced, namely that each bin is tagged, which is read by the truck, which will weigh the bin and analyse the content. Of course this type of problem would only affect well-off persons, because you can hardly ask a poor person to pay for having domestic refuse collected on top of the rates and also poor residents often use communal waste bins, but I believe those people having to pay for their refuse collections as stated above, do not pay for this as part of their rates bill but are being invoiced separately for the waste collections and of course those people live in houses.

The alternative

is of course to built plants, which sort all rubbish collected and recycle the able parts of the rubbish and dispose of the rest in a way, which could produce energy at the same time. Because the problem right now for people living in small flats is to find the space to store recycling until its collected. This is a very imminent problem because imagine in an overcrowded flat, people are already crammed in like sardines and have hardly got enough space for themselves and additionally those people are asked to store recycling waste, when there is no space, and large families can recycle considerable amounts of rubbish every week. We are talking about 4 large bags full of rubbish or more.
